Banco de Portugal has participated in the annual convention of Eurofinas, the European association representing financial institutions specialised in consumer credit. The convention took place on 10 and 11 October in Budapest and was attended by representatives of the industry and of European regulatory and supervisory authorities, which discussed the main challenges faced by this industry.
Lúcia Leitão, Head of the Banking Conduct Supervision Department of Banco de Portugal, was a member of the panel on “Future Proofing of the Retail Finance Framework”, together with representatives of the European Commission and the European Banking Authority.
In this panel, Banco de Portugal, the European Commission and the European Banking Authority were asked to present their planned initiatives for the industry’s regulation and supervision, in a context of innovation and digitalisation in the offering of consumer credit products. They also discussed the challenges faced by supervisors, stemming from growth of consumer credit granted through digital channels.
On this occasion, the Head of the Banking Conduct Supervision Department presented an approach to regulation and supervision of consumer credit in Portugal and emphasised the extension of the scope of Banco de Portugal's supervision to include credit intermediaries. Eurofinas, the European Federation of Finance House Associations, represents the European consumer credit industry vis-à-vis the European institutions and other international bodies. It produces studies and statistics on the industry.
Eurofinas is composed of members from 17 countries. Portugal is represented by the Association of Specialised Credit Institutions (Associação de Instituições de Crédito Especializado – ASFAC), currently acting as Chair of this entity.
