National Plan for Financial Education publishes 2019 Annual Report

The National Council of Financial Supervisors released the 2019 Annual Report of the National Plan for Financial Education, focusing, as usual, on the main training and financial awareness initiatives carried out during the previous year.

In 2019 the financial supervisors and the Ministry of Education pursued their strategy of promoting financial education in schools, by coordinating a teacher training course in Montijo, with the participation of teachers from schools in the district of Setubal. The Plan further encouraged the use of Financial Education Workbooks, in particular for awareness-raising activities aimed at teachers. The Todos Contam competition was organised for the eighth consecutive year, in which a “Teacher Award” was granted for the first time to the teacher that stood out the most in implementing financial education projects in previous years. The financial supervisors and the Plan’s partners have carried out training and awareness-raising courses among students of all ages.

In 2019 financial education in vocational training continued to be promoted under the cooperation protocol between financial supervisors and the Portuguese Institute for Employment and Vocational Training. During the year around fifty trainers were certified and have subsequently developed their own training courses.

In partnership with the financial supervisors, IAPMEI (the Portuguese Agency for Competitiveness and Innovation) and Turismo de Portugal (the Portuguese Tourism Agency) carried out new financial education courses across the country, aimed at entrepreneurs and managers of micro, small and medium-sized enterprises.

The financial supervisors maintained their support to the financial literacy of social economy entrepreneurs under the existing protocol with the Cooperative António Sérgio for Social Economy.

In the context of the project of financial education with local authorities, the financial supervisors and the Norte Portugal Regional Coordination and Development Commission entered into a cooperation agreement with the intermunicipal community of Terras de Trás-os-Montes (in Portuguese only). The Plan also continued to support the initiatives developed by the local authorities of the intermunicipal communities of Alto Tâmega and Tâmega e Sousa, following the agreements entered into in 2017 and 2018.

In 2019 and within the framework of the partnership with the financial supervisors, the Portuguese Psychologists’ Association (Ordem dos Psicólogos Portugueses) carried out awareness-raising initiatives to promote suitable financial attitude and behaviour.

Following on from the cooperation with the Portuguese Union of Professional Football Players for the financial education of football players, the financial supervisors cooperated in the carrying out and dissemination of the first survey on the financial literacy of football players (in Portuguese only).

The financial supervisors and the Plan’s partners held awareness-raising and financial education initiatives among vulnerable audiences, with several courses directed at the senior population, and among the general public.

The Plan continued to participate in the Global Money Week, a global initiative to which several Portuguese schools are associated, and to foster the Financial Literacy Week, held from 28 to 31 October 2019, with celebrations in Bragança and other municipalities in the north of the country.

The projects implemented throughout the year were supported by the e-learning platform Todos Contam and released on the Todos Contam website and the Todos Contam Facebook page (in Portuguese only).
