National Plan for Financial Education publishes 2021 Annual Report

The National Council of Financial Supervisors released the 2021 Annual Report (in Portuguese only) of the National Plan for Financial Education, describing the training and financial awareness initiatives carried out by the supervisors and partners of the Plan.

2021 marked the 10th anniversary of the National Plan for Financial Education and the National Council of Financial Supervisors presented its strategic guidelines for the Plan 2021-2025.  These guidelines were defined considering the result of the 3rd Survey on the Financial Literacy of the Portuguese Population, published in June 2021.

Financial education at school, promoted by the financial supervisors and the Ministry of Education, continued to be a priority of the Plan, which launched the Financial Education Workbook 4 and the Teachers’ Handbook in 2021, aimed at students in secondary education. The Plan led the 10th edition of the Todos Contam Competition, which attracted 54 applications to the School Awards, involving approximately 10,000 students from 82 schools, and 5 applications to the Teacher Award.

Financial education in vocational training continued to be a priority. In 2021, trainers at the Portuguese Institute for Employment and Vocational Training carried out financial education courses across the country, aimed at almost six thousand trainees. Throughout the year, a further 33 trainers were certified by the institute.

Financial education in the workplace was another important area of activity. Within the scope of the protocol signed between the financial supervisors and the General-Secretariat of the Ministry of Labour, Solidarity and Social Security, four financial education courses were held, which involved two hundred employees of the departments of that ministry.

In partnership with the financial supervisors, IAPMEI – Portuguese Agency for Competitiveness and Innovation and Turismo de Portugal (the Portuguese Tourism Agency) carried out financial education courses for about three thousand entrepreneurs and managers of micro and SMEs.

The financial supervisors maintained their support for financial education of social economy entrepreneurs, under the existing protocol with the António Sérgio Cooperative for the Social Economy, as well as the project of financial education with local government, in partnership with the Norte Portugal Regional Coordination and Development Commission.

Once again, the Plan continued to participate in Global Money Week, promoted by the International Network for Financial Education of the Organisation for Economic Co-operation and Development. This awareness-raising initiative mobilised 10,200 people in Portugal, including students from over 180 schools. The Plan also organised the Financial Literacy Week between 25 and 29 October 2021, entitled “10 anos em que Todos Contam! (10 years when Everybody Counts)”. The Financial Literacy Week involved over 38 thousand people, including students from all stages of education, teachers, senior citizens, employed and unemployed people and people with special needs.

The projects implemented over the year were all supported by the Todos Contam e-learning platform and disclosed on the Todos Contam website and the Todos Contam Facebook page.
